The Local Authority Property & Estates 2024 conference will be held at 11 Portland Street in Manchester on 20th March . This prestigious event, for many years a must attend feature of the public sector property professionals calendar, will see the return of current, expert, high profile and influential speakers from a diverse range of public and private sector organisations. We are delighted to welcome back Dave Sweeney as the Chair for this conference. Dave received excellent feedback from delegates at the 2023 event as his enthusiasm and thought-provoking style creates a great environment for exciting discussions and networking.
This conference will allow circa 150 delegates from local authorities and the wider public sector to attend, each of whom will do so completely free of charge. Places are strictly limited so please ensure to book your place early to avoid disappointment.
Work sessions will be led by a mix of high-level public and private sector presenters and will encourage interactivity. Throughout the day there will be chances to network with your peers within the exhibition area. Food and refreshments are provided to all attendees.

How the CCS Facilities Management and Workplace Services Framework can help Local Authorities
The impact of ESG (Environmental, Social, and Governance) on property valuation? – Globally the built environment is responsible for almost 40% of global carbon emissions and in the UK 25% of emissions are directly attributable to the built environment. These stats demonstrate the sector’s vital role in addressing the climate crisis. The latest RICS valuation standards (2021) strengthen the focus on capturing and reflecting environmental, social governance and sustainability features in valuation reports, however, to date there is no globally adopted approach to how a valuer should report ESG and sustainability in property valuation. The presentation will look at the growing importance of considering sustainability and ESG factors when valuing property.

Unlocking funding for all: a guide to Public Sector Decarbonisation Scheme – This session will show how PSDS can be successfully delivered by breaking down the responsibilities of the clients, consultants, and contractors, underpinned by working together to achieve a shared goal of decarbonisation within the one-year funding deadline. It will also highlight the challenges of the application process and the critical path activities, such as DNO, planning consent and onsite limitations. Attendees will gain a comprehensive understanding of the PSDS process, from application to final commissioning, alongside a knowledge of the pitfalls and opportunities you will face.

Working in partnership: a case study on local authority and private sector collaboration – In 2023, Amey seconded a member of staff into Bradford Council for eight months. The secondment was the first of its kind and has proved to be an excellent way to build relationships, connect and find commonalities which lead to exciting strands of work. Join this work session to understand how building collaborative relationships with private sector companies can drive innovation and efficiency.

Inside local authority portfolios – With budget shortfalls at a critical level, many councils have started offloading their real estate assets, but is this the best strategy for plugging the gap? Including research from Carter Jonas.

Strategies for brownfield regeneration in partnership with local authorities – This session will discuss how LCR works with local authorities to unlock brownfield land and spur regeneration. It will cover initial engagement with stakeholders to gain a deeper understanding of local demographics and their evolving needs, the importance of managing piecemeal ownership, freeing up resources and the need for a guiding mind to help local authorities create and deliver plans.
Local authorities play a major role in placemaking, and LCR can support them by providing the resources, skills and expertise to help make a vision that serves the community a reality. In her presentation, Alice will draw on case study examples such as the Stafford Station Gateway and Dock Branch masterplan, where working with local authorities has been instrumental to delivering a successful project.

Transforming the Public Estate – Exploring the Challenges and Solutions – In a climate of reduced funding, how do we find efficiencies but still address the need to regenerate communities, digitise, achieve net zero, travel sustainably and deliver a circular economy? By realising total value and maximising benefits to the community, public sector organisations can achieve resilience, and find safe, regenerative solutions through the effective management of their assets and resources.

The future of the estates profession in public sector – one year on – A panel of recently qualified ACES members working in the public sector will discuss their route to the profession, along with the challenges, techniques, technologies, and real-life experiences that were used to manage the new world of hybrid working in the public sector. We will discuss the change in attitude towards working, the workspace supply, and the ever-changing demand from staff and management.

Dave is a multi-award-winning commissioner with 21 years’ experience working in NHS and Local Authority transformation and various levels of change management. He is passionate about mental wellbeing, social movement and harnessing the power of communities. In December 2016 Dave picked up an NHS Leadership Award for ‘Service Development and Innovation’. He graduated from and is part of the alumni from the Yale Global Leadership program on behalf of Cheshire and Merseyside.
In 2017 Dave left his Chief Officer role at NHS Halton CCG to help build the vision/design the implementation for Cheshire and Merseyside STP, a challenging role that covered 12 CCGs and 9 places. He designed the 10 point plan that was adopted across all places to support successful place integrated implementation. Dave spent 3 years working as Public Sector Director for Renover, ensuring the connectivity to ensure optimisation of NHS estate.
Dave is now a Director in the newly established NHS Cheshire and Merseyside and leads on Sustainability and a wide range of system aspects including the Green plan and implementing place and scale opportunities to meet the net zero targets. In summer of 2022 Dave was honoured to be named as the new Chair for Liverpool and Sefton Health Partnership Board.

He has enhanced analytical and advisory capabilities within facilities management contracts, working to help organisations decarbonise their estate and reach their net zero goals. David will be joining Amey and Bradford Councils work session to highlight how, through collaborative working, Amey can support local authorities in their journey towards achieving net-zero emissions and a greener and more sustainable future.

Ellen is a Chartered Surveyor with over 13 years’ cross sector experience, currently working as Head of Local and Devolved Government within HMRC’s District Valuer Services (DVS). The DVS is the specialist property arm of the Valuation Office Agency (VOA) providing independent, impartial, valuation and professional property advice across the public sector.
During her career she has worked for local authorities, in the private sector and held a variety of positions at the VOA including Senior Surveyor, Team Leader and Unit Head where she has gained invaluable knowledge and experience. She has worked on several high-profile development schemes across the north which has expanded her technical expertise in valuation, development, and regeneration work.
In her current role, Ellen is am keen to develop the VOA’s skills in sustainability in the natural and built environment. To support this aim, last year she returned to university to study a master’s degree in this area.
Beyond her professional endeavours, she is committed to fostering collaboration and excellence within the industry and have recently been appointed a member of the RICS Yorkshire and Humber Regional Board and ACES Valuation Liaison Officer to engage in shaping the future of the surveying profession.
