Circa 150 public sector data, analytics and AI technology decision makers and influencers will be gathered at One Great George Street. Westminster for the  4th iteration of the Public Sector Data and AI Summit.

The 2025 Summit will see us break down barriers for delegates to allow them to fully understand how implementing the use of data, analytics, AI and machine learning will provide improvements, efficiencies and savings across local and central government, the NHS and the wider public sector.

Data and AI are inextricably linked and the public sector as a whole manages colossal amounts of data and is becoming increasingly aware of the benefits of unlocking big data, the use of data analytics, artificial intelligence and machine learning.

The use of AI in the public sector and safely unlocking the benefits of new AI technology to improve public services and citizen experience is a key area for public sector leaders.

Advances in artificial intelligence and other data-driven technologies have huge potential for public good and have already begun to tackle some of the biggest challenges facing the public sector today.

The new government have already expanded the scope and size of the Department of Science, Innovation and Technology to bolster the digital transformation of public services through the use of AI and data.

Throughout the day there will be a number of leading public sector experts from Cabinet Office, NHS England, The Open Data Institute, Department of Science, Innovation and Technology and other leading figures in the public sector data and AI landscape.

These high-profile keynote speakers will be engaging with the delegates around the ever-changing landscape of data, analytics and AI implementation in the public sector, while focused work sessions will explore best practice case studies, problems and solutions.

The Public Sector Data and AI Summit offers private sector organisations the opportunity to address these issues and place themselves in front of this unique audience of public sector technology decision makers to showcase their solutions, services and case studies.

Clive Kelman

Former AI Principal Technologist, Cabinet Office

and CEO of Advanced Analytics

Clive Kelman was the first Principal AI Technologist for Government, based at the Cabinet Office, and had been responsible for supporting and enabling AI adoption across Government Departments and the Public Sector.

Co-author of the UK Government’s AI and GenAI Frameworks and chaired the AI Industry Advisory Panel, collaborating with AWS, Google, Microsoft, Alan Turing Institute and the BSI to set approaches to delivering AI at scale.

Also, he has been the first Principal AI Technologist at OFGEM and with over two decades of experience in applied AI and data science, initially in clinical research and climate change.  Clive has held key leadership roles, such as CEO of UProspr and Digital Programme Director at Jacobs. His experience also includes significant roles as Digital Officer and Chief Architect for major organizations like BT, the Houses of Parliament, ELEXON and global pharmaceutical companies. Adopting a collaborative leadership style and his commitment to fostering innovation.

Clive has helped start-up companies adopt deep learning effectively for medical imaging and clinical diagnosis as well as creating Gen AI tools for removing bias in the recruitment process.

Lucie Laker

Chief Data Officer

Somerset Integrated Care System

Lucie Laker (née Glenday) is an experienced and purpose-driven C-suite executive with a passion for using ethical AI and data-driven approaches to transform healthcare. Recognised as a thought leader in the health tech field, she has a natural ability to communicate complex data insights in a clear and actionable way, helping organisations drive innovation and transformation.

She has built a successful career in the health tech sector, most notably founding and leading MySense, an AI-powered health analytics platform that focuses on remote patient monitoring and early detection of health issues. Under Lucie’s leadership, MySense expanded its reach across three continents, driven by her ability to build and lead high-performing teams, develop effective technology and data strategies, and navigate the challenges of a highly regulated market.

Alongside her entrepreneurial achievements, Lucie has held significant roles in the public sector, where she has championed digital transformation and innovation at a National and Local level. In her current role as Chief Data Officer for the Somerset Integrated Care System (ICS), she is focused on reshaping health and care delivery through technology and data. Her work is centred on breaking down the barriers that often silo ICS partner organisations, with the ultimate goal of building a collaborative “team of teams” and creating a unified, digital view of our residents and patients. This involves developing shared data platforms to ensure data flows safely and ethically across ICS partners.

Matt Lyon

Chief Analyst (DD of Data Science, Analysis and Economics)

Central Digital and Data Office, Cabinet Office

Matt Lyon currently serves as the Chief Analyst at the Central Digital and Data Office (CDDO), where he leads the analytical function within the organisation. In this capacity, he oversees a team of Data Scientists, Data Analysts, and Economists.

With over 7 years of experience in digital transformation, Matt has worked across key areas such as service transformation, data sharing, technology adoption, common platforms, and capability building. His team is currently focused on improving the organisation’s data analysis set-up, further adopting AI and automation to drive efficiency, and supporting the delivery of the organisation’s current digital transformation strategy.

Previously, Matt served as the Head Economist at the Government Digital Service (GDS).

Elena Simperl, FBCS, FRSA

Professor of computer science at King’s College London

and Director of research at the Open Data Institute

Elena Simperl is a Professor of Computer at King’s College London and the Director of Research for the Open Data Institute (ODI). She is a Fellow of the British Computer Society and the Royal Society of Arts, and a Hans Fischer Senior Fellow. Elena’s work is at the intersection between AI and social computing. She features in the top 100 most influential scholars in knowledge engineering of the last decade and in the Women in AI 2000 ranking. She is the president of the Semantic Web Sciences Association.
