Circa 150 public sector data, analytics and AI technology decision makers and influencers will be gathered at One Great George Street. Westminster for the 4th iteration of the Public Sector Data and AI Summit.
The 2025 Summit will see us break down barriers for delegates to allow them to fully understand how implementing the use of data, analytics, AI and machine learning will provide improvements, efficiencies and savings across local and central government, the NHS and the wider public sector.
Data and AI are inextricably linked and the public sector as a whole manages colossal amounts of data and is becoming increasingly aware of the benefits of unlocking big data, the use of data analytics, artificial intelligence and machine learning.
The use of AI in the public sector and safely unlocking the benefits of new AI technology to improve public services and citizen experience is a key area for public sector leaders.
Advances in artificial intelligence and other data-driven technologies have huge potential for public good and have already begun to tackle some of the biggest challenges facing the public sector today.
The new government have already expanded the scope and size of the Department of Science, Innovation and Technology to bolster the digital transformation of public services through the use of AI and data.
Throughout the day there will be a number of leading public sector experts from Cabinet Office, NHS England, The Open Data Institute, Department of Science, Innovation and Technology and other leading figures in the public sector data and AI landscape.
These high-profile keynote speakers will be engaging with the delegates around the ever-changing landscape of data, analytics and AI implementation in the public sector, while focused work sessions will explore best practice case studies, problems and solutions.
The Public Sector Data and AI Summit offers private sector organisations the opportunity to address these issues and place themselves in front of this unique audience of public sector technology decision makers to showcase their solutions, services and case studies.

He will talk through examples of work MHCLG are doing with partners, and how they’re looking to accelerate that work.

12.00 – 12.15 AI and Public Sector data, next generation public services – Imagine what insights and novel ideas might be born in the service of the UK population if AI could be applied to the data held by the public sector.
Science fiction or 2025 fact? Crown Hosting have been colocating AI infrastructures (GPUs), High Performance Compute (HPC) and other compute for the public sector for a number of years. These are applied to and used for silos of data, but we also host other silos of public sector data that is still used as it always has been. All of this data within Crown Hosting facilities is secure, business as usual public sector data; all stored and processed in the UK.
Imagine what might be possible if we were to try applying AI across these silos of public sector data?
12.15 – 12.50 Transforming complex data into actionable insight in PubSec and Government – Learn how government organisations can deal with difficult data problems using analytics automation to transform working practises and deliver accurate, governed results in weeks not months. We will demonstrate how using the latest in gen AI no-code/low-code software provides significant cost savings and helps organisations like the NHS BSA, HM Treasury and Companies House stay at the forefront of data analytics.
12.50 – 13.15 This is the House That Data Built: The New Landscape of Local Government – The December 2024 White Paper outlines a fundamental transformation in local government, emphasizing the shift toward Strategic Authorities and Unitary Councils. This transition demands a new approach to technology that moves beyond fragmented solutions and instead leverages integrated platforms, data-driven decision-making, and aligned commercial models. In this session, Civica will explore its Three Pillars Framework—Data Governance, Analytics & Insights, and Compliance & Commercial Models—showing how councils can transition to a data-first transformation approach.
14.05 – 14.20 Afternoon Keynote:
Agentic AI: Embedding Intelligence into Organisations through AI Agents: We will clarify what Agentic AI truly is—and what it is not—while examining the evolving AI landscape. We’ll then explore how to practically integrate AI Agents within an organization and outline the transformational journey required to drive meaningful, intelligent change.
14.20 – 14.45 All The Data In One Place. One Version Of The Truth – The DHSC Analytical Cloud (DAC) is an Azure platform built in-house that provides our analysts with instant access to health, social care and related data through automated data pipelines, removing duplication, ensuring the Department has a comprehensive evidence base and single version of the truth. Alongside management information received from NHSE, the platform ingests over 250 datasets from the Facts & Dimensions aggregated data service, and here we demonstrate the time saving efficiencies and benefits to policy colleagues achieved from these data and automations.
14.45 – 15.10 AI: Building Trust in Public Procurement – Artificial Intelligence (AI) is transforming public procurement by improving risk detection, efficiency, and transparency. This session will explore how AI can identify fraud risks, detect conflicts of interest, and uncover hidden patterns in supplier behaviour.
We will discuss the role of Machine Learning and Large Language Models in enhancing oversight and share insights from the development of the Company Analysis Tool (CAT) – a project by Butterfly Data and Oxford Insights. This talk will highlight how AI-driven tools are strengthening accountability and public trust in procurement processes.
15.35 – 16.00 The Princess Alexandra Hospital Trust Digital Automation Journey – how the trust has delivered 30+ clinical and non-clinical solutions with many more in development.

Clive Kelman was the first Principal AI Technologist for Government, based at the Cabinet Office, and had been responsible for supporting and enabling AI adoption across Government Departments and the Public Sector.
Co-author of the UK Government’s AI and GenAI Frameworks and chaired the AI Industry Advisory Panel, collaborating with AWS, Google, Microsoft, Alan Turing Institute and the BSI to set approaches to delivering AI at scale.
Also, he has been the first Principal AI Technologist at OFGEM and with over two decades of experience in applied AI and data science, initially in clinical research and climate change. Clive has held key leadership roles, such as CEO of UProspr and Digital Programme Director at Jacobs. His experience also includes significant roles as Digital Officer and Chief Architect for major organizations like BT, the Houses of Parliament, ELEXON and global pharmaceutical companies. Adopting a collaborative leadership style and his commitment to fostering innovation.
Clive has helped start-up companies adopt deep learning effectively for medical imaging and clinical diagnosis as well as creating Gen AI tools for removing bias in the recruitment process.

Recognised as a thought leader in the health tech field, she has a natural ability to communicate complex data insights in a clear and actionable way, helping organisations drive innovation and transformation.
She has built a successful career in the health tech sector, most notably founding and leading MySense, an AI-powered health analytics platform that focuses on remote patient monitoring and early detection of health issues. Under Lucie’s leadership, MySense expanded its reach across three continents, driven by her ability to build and lead high-performing teams, develop effective technology and data strategies, and navigate the challenges of a highly regulated market.
Alongside her entrepreneurial achievements, Lucie has held significant roles in the public sector, where she has championed digital transformation and innovation at a National and Local level. In her current role as Chief Data Officer for the Somerset Integrated Care System (ICS), she is focused on reshaping health and care delivery through technology and data. Her work is centred on breaking down the barriers that often silo ICS partner organisations, with the ultimate goal of building a collaborative “team of teams” and creating a unified, digital view of our residents and patients. This involves developing shared data platforms to ensure data flows safely and ethically across ICS partners.

Matt Lyon currently serves as the Chief Analyst at the Central Digital and Data Office (CDDO), where he leads the analytical function within the organisation. In this capacity, he oversees a team of Data Scientists, Data Analysts, and Economists.
With over 7 years of experience in digital transformation, Matt has worked across key areas such as service transformation, data sharing, technology adoption, common platforms, and capability building. His team is currently focused on improving the organisation’s data analysis set-up, further adopting AI and automation to drive efficiency, and supporting the delivery of the organisation’s current digital transformation strategy.

Tom is Director of the Data Unit and first Chief Data Officer at the Ministry of Housing, Communities and Local Government. The MHCLG Data Unit provides critical data and insights to the department and ministers, to support data-driven decision making for national and local delivery.
Tom’s previous roles in government include founding director at the Joint Biosecurity Centre, and managing director at the Data Science Campus at the Office for National Statistics (ONS). Before joining government, he was co-founder and chief executive of Oxford Consultants for Social Inclusion (OCSI), a research and data ‘spin-out’ company from Oxford University. As well as working in public sector, industry and academia, Tom has had board and advisory roles at the UN, Royal Society, Royal Statistics Society, Environment Agency, Open Data User Group, media and academic groups.
Tom is Visiting Professor in AI at University of Sussex. He has a PhD in computational neuroscience, evolving neural networks for robot control (Sussex), an MSc in knowledge-based systems (Sussex), and MA in theoretical physics (Cambridge).

Jason’s first exposure to Ark was as the lead hosting enterprise architect for the UK Ministry of Justice. Tasked with consolidating the back-office IT of eleven data centres into two using private cloud infrastructures, Ark bid for and won the contract for the two data centres.
Jason liked the innovation and forward thinking of Ark so much that he joined in 2014 as their CTO and was instrumental in winning the Crown Hosting contract, awarded by Cabinet Office in 2015.
Alongside his role as Ark’s CTO, Jason also simultaneously served as CIO to Crown Hosting Data Centres Ltd which addressed the growing needs of the public sector.
In 2020 Jason left to become a consultant to the Cabinet Office and Crown Commercial Service, within the Crown Hosting Framework Authority to assist with the steering of central government’s aims towards a public cloud future, using Crown Hosting as a bridging step from traditional IT services. This led to changes in the UK Government’s Cloud First Policy and the award of the Crown Hosting II Contract (RM6262).
In January 2024, Jason re-joined Ark as the CEO to Crown Hosting Data Centres Ltd and is looking to make greater inroads into the digital transformation journey of the public sector.
