We are pleased to announce the inaugural Public Sector Fleet conference which will take place at the beautiful One Great George Street venue in Westminster (The Institute of Civil Engineers).
Delegate places are free of charge for all Fleet professionals employed within the UK public sector*. Places will be allocated on a ‘first come, first served’ basis and must be booked in advance.
A hot buffet lunch and refreshments will be provided throughout the day and the conference will be followed by a drinks reception to continue your networking.

The national Public Sector Fleet conference to be hosted at One Great George Street on the 21st November will see circa 100 public sector fleet and transport professionals attendance.
The conference will bring together central government, local authority, NHS and wider public sector fleet professionals in one place to hold key discussions around standards, policy, government guidelines, issues, opportunities and partnerships.

Paul has worked in the NHS for over 20 years, having joined the NHS Management Training Scheme in 2003. Most of Paul’s career has been in the management of various clinical services in specialist teaching hospitals in London. His last role in an acute Trust was as one of two incident commanders who led the operational response to the COVID-19 pandemic at King’s College Hospital.
Paul joined NHS England in 2021, where he built the Net Zero Travel and Transport team to oversee the complete decarbonisation of all forms of NHS travel and transport within a single generation (by 2045). He has recently inherited the Ambulance Improvement and Patient Transport Teams, and is now working to assimilate these three disparate teams into an effective Transport Team across NHS England.

Tom oversees the mobilisation of Intangles’ UK and Europe operations. With over two decades of service in the British Army, he has held various operational and leadership roles, including deployments in Iraq and Afghanistan. In 2017, he was appointed as the first Chief of Staff to establish NATO’s presence in Estonia, following which he taught leadership and strategy at the Defence Academy of the UK. During the pandemic, he played a key role in shaping the Welsh Government’s national response strategy. His experience also includes working alongside Defence research scientists at Dstl Porton Down, where he contributed to critical research initiatives. With degrees in Law, Social Science, Battlespace Technology, and Business Administration, Thomas brings a unique blend of military precision, strategic insight, academic thought, and leadership acumen to his role at Intangles.

As the council’s operator’s license holder, Chris oversees a fleet of over 500 vehicles. On his priority list is the council’s fleet electrification program, which aims to transition existing vehicles to full battery electric models in alignment with the council’s 2030 net-zero commitment.
With more than 20 years of public service experience in local government, Chris is deeply passionate about environmental issues. He is dedicated to achieving Islington Council’s ambitious goal of net-zero emissions by both reducing and replacing the current internal combustion engine fleet with full battery electric equivalent vehicles.
Chris’s forward-thinking approach extends to various related projects, including Vehicle-to-Grid technology, solar PV, and energy storage systems. Chris’s ambition is to transform the council’s main fleet depot into a micro-grid in the future.

Dale is a seasoned fleet professional who began his career as an R & D Agronomist after graduating in Applied Biology in Nottingham. He then joined the National Rivers Authority (NRA) as a Pollution Control Officer undertaking a range of counter pollution activities in Birmingham and North Warwickshire
He worked in a number of different areas before being seconded into the ‘shadow’ Environment Agency in 1995 to support the development of incident management arrangements. This work led him to take up the position of National Emergencies Co-ordinator in 1996 and then the Technical Manager for the Incidents and Contingency Planning team in 2003.
In August 2005 Dale became Head of Fleet Operations for the Environment Agency, responsible for the acquisition, management and disposal of a diverse range of fleet assets. In 2016 he led the development of the Defra Group Fleet Service across the various agencies that are part of the Department of Environment, Food and Rural Affairs (DEFRA) and continues to work closely with Central Government on fleet initiatives and polices. He has been the Director for Defra Group Fleet Services for the last 8 years.

Paul Hollick is Chairman of the Association of Fleet Professionals (AFP) and Managing Director of Lightfoot. He is a recognised industry figure, panellist and presenter at various domestic and international conferences. Paul is widely regarded as an expert in Maas/Big data solutions and managing businesses to reach the peak of their potential.
Paul has had a diverse career and has held senior board roles within retail, OEM, leasing, fleet management, fuel, mobility and technology businesses.
Paul is also one of the AFP Fleet Academy tutors and regularly delivers course modules on finance.

Now Head of Fleet, she is invited to speak at many key events, she is deputy chair and board member of the Association of Fleet Professionals. She is also the winner of the Barbara Cox – Woman of the Year 2021, Greenfleet’s Outstanding Achievement award 2022, number one influencer 2024 and the Wellbeing, Diversity & Inclusion in Fleet award at the Fleet News Awards 2022.

Dominic leads Climate Group’s global transport work delivered through the ZEV Community, over 60 subnational governments dedicated to zero emission transport, as well as EV100 and EV100+, a combined network of over 130 leading global business committed to fleet electrification. With 20 years of experience, he has engaged businesses in the UK, China, and Latin America on sustainability and net-zero policy pathways.
Joining Climate Group in 2021, Dominic spearheaded transport policy projects in the UK, France, the EU, and Japan. In this capacity, he united members to advocate for ambitious policymaker actions to decarbonise road transport and accelerate the transition to a net-zero economy. Prior to this, he worked at ClientEarth, where he built a coalition of businesses supporting legal actions to address air pollution from road transport emissions. He also served as General Manager of the European Union Chamber of Commerce in China’s Nanjing liaison office.
Dominic holds an MSc in International Relations, Business and Chinese Language from the University of Sheffield and a BA in European Studies from the University of Hull.

Tommi Salminen is a Policy Advisor in the Vehicle Policy team at the UK Government’s Office for Zero Emission Vehicles. OZEV is a team working across Government to support the transition to zero emission vehicles. Tommi leads on the Government’s commitment to transition its own car and van fleet to a zero emission base. He also works closely with the automotive industry, monitoring the health of the growing used EV market and developing measures to support the take-up of electric vehicles.

Walking Directions from Westminster Tube (exit 6)
When you arrive at the top of the stairs you will be on Whitehall. Turn around (as if you were to walk back down the stairs) you are now facing Parliament Square. Walk around to the right onto Great George Street until you come to two sets of traffic lights. Cross over both and continue walking straight down Great George Street for about 1 minute. One Great George Street is the last building on the corner of Great George Street and Storey’s Gate. The building is also the home of the Institution of Civil Engineers.
Disabled Parking
The nearest Blue Badge disabled parking bay is located on Matthew Parker Street (drive down Storey’s Gate to the west of the venue and take the second right). Alternatively, a little further away, there are bays on Old Queen Street and Queen Anne’s Gate. These Blue Badge bays offer free parking for up to 4 hours between 08.30 and 18.30 Mon-Fri and unlimited parking at any other time. Please see Westminster Council‘s website for further information.

A River Bus Service runs every 20 minutes during peak time from Embankment to Woolwich Arsenal; the nearest pier to us is the London Eye.
